this would have worked great before player cities, but now it would have to be like the original post and make these placeable in player cities. it would also be nice to make things like roads and such. you, make it LOOK like a city, not a bunch of houses on a hillside...
basically a players room in an Inn or a house is Instanced and like the houses of SWG has access controls. The rent would basically be paying maintenance, and instancing the apartment off would lighten the load on the servers (could be a dedicated apartment instancing server on the back end)
If you quit paying your rent, your stuff goes poof and the apartment becomes available for another player (perhaps there would be a waiting list on an apartment building to determine who got the next available apartment in the building, if you didnt claim the opening in a certain period of time, it goes to the next person on the list)
Since there would only be so many apartment building buildings, there would be a fixed number of instances so overloading a server with apartment instances should not be a problem. (I would like it if the urban sprawl that exists outside of Cnet got condensed to a degee into the cnet high rises.)

Or how about both? Appartments in Static citys and in player citys? And yes they would take up 1 lot for small (1/8 a level), 2 lots for medium (1/4 a level),4 lots for large (1/2 a level)and 7 lots for a suite (one whole level)
People will stil love the conveinence of having all there trainers in one city.
Major Guilds will still like to have a city.
And if a few citys go under, I say good ridance. On blodfin atleast there are way to many citys I dare say. Tatooine I lost desert planet with little colnisation is practicaly Corisant for crying out loud!
Those citys that survive would be the strong ones that diserve to survive.
Also, I belive that appartments will become like they are in RL, a mid way between homeless and Home Owning. The poor would love them because they should be cheeper than owning a house (definatly in short term mabey not long term) The middle class would love to have there own house because they own it and would provide more storage space. The rich would love the suite because its... well... a suite ![]()
Idea
Apartment buildings could be a placeable object for player cities, like flora and statues.
The city gains the revenue from the apartment or a portion of it.
Practical Considerations:
No windows (to reduce time to live in the game). Windows would be great, though.
Access:
Stairwell to individual doors or Instanced access through a terminal. Both have their appeal.
Player City only or Not?
My personal peeve about static cities is that most of them are uninhabited. I would not be sad if many of them were deleted from the game entirely (Mos Espa/Entha anyone?). I like player cities and would rather see PCs enhanced and static cities marginalized as much as possible.
