It is a bug that allows you to be a citizen in two Player Cities at once, even if they are on different planets. Purposely taking advantage of that bug in order to do so is an exploit of that bug. The Community Standards Policy defines it as: "Exploitable bugs include, but are not limited to bugs that grant the user unnatural or unintended benefits in-game."
