get a maintenice droid. when the structure is not condemed assign the droid to the structure. when ever the structure is condemed send the droid on a maintenance run and the structure will be usable again. i dont think this will work on a already existing condemed building.

p.s. FYI be sure to get item storage on the droid as well, posably a workaround on droids special abilitys not working.
