I'd try a Customer Service Ticket - although I thought that if a character was deleted then all their stuff goes too? Although I guess that is different to a cancelled account...
If you explain that you think the harc=vesters have been put there to grief you I'd hope that they would remove them - do you have any evidence of the dispute?
Profion, unfortunately this typ of petty behavior is typical in this game and I'm sorry this happened to you and your citizens. Unfortunately nothing can be done about this until the structure player purge which at this point I do not see happening for a LONG time and if even when it does if he just cancelled his account none of those structures will be eligible.
This is EXACTLY why this is needed:
When a city is founded a total area of 450 meters is set aside or reserved for all furture development, no one else could place a building here, but any pre-founded houses would be grandfathered in as they are now. The mayor and citizens can place buildings anywhere in this circumference of future growth, but the mayor could only count the residents in the 150/ 200/ 300/ 400/ 450 meters as residents as they are now. What this suggests is that the city have more control over who builds within their expected expansion zone, as to prevent griefing later.
This releaves the mayor and the community from worring about hostile take overs by those that agressively place their residents just outside a current border and awaiting an expansion, then once included vote out the founding mayor.
This also releaves much potiential grief by anyone who unwittenly placed say... 300 meters away and didnt realize a city was behind that hill there let alone will expand to include him. Remember the buildings pre-existing would still be grandfathered.. this is 'reservation is for any future developement.
Post this info on the in game customer service forums - csrs there seem willing to help - if the account is indeed inactive then perhaps they will pack up the deeds

suggest contacting a csr in-game, explain the situation, and good luck. you can try talking to the person on their main but they probably if you are having differences wont bother to help, regardless of the creds you may offer.
you can set taxes but if you set them to high you risk losing your good citizens, unless you have the creds to pay them back what they pay the city.
really mayors dont have many options when it comes to stuff like this. so try the csr, and hopefully you will get one that is willing to help.
What if he could get the person to admit to placing the harvesters just to harass him and that he cancled the account too?
Could a CSR do something about it then? If Screenshots were taken of the conversation and submitted?

This is what I did when a guild placed some grief houses in the city where I live. I got him to admit that he was responsible and that he would never pull them up, ever. I reported it as a harrassment, and did a /report immediately (to capture his text) and nothing has happened.

Money talks. It is sad buta true fact. I had the same issue as you only when we reached rank 3 we sucked in other peoples houses and harvesters. What we did was send out a mail to all of them explaining how we were going to begin taxes and options that they had. At the botom of the noticeI added that we would pay for any moving expense and hardship. The money offered worked in many of the cases we had and in the end we even gained a few new citizens.
So make him an offer and begin from there if you know the name of his main account toon. If he recently deleted the account then his character is still active and it is easy enough for him to reinstate to remove the harvesters. Aside from that you can place a ticket and give as much details as possible and you *might* luck out.

Sadly he is correct
With maint turned off, that won't work. A higher % of 0 is still 0. Also, with any structure...all you do is push it to condemnation that much faster. It wont be going anywhere.
