Anyone have any idea how to stat the quest for the Harvester or is it live yet?

From the artisan board, there have been reports that you can start the quest by talking to someone underneath the bridge in Anchorhead.
(I have not personally verified, but am just relaying what I read over there)
I'll be trying to do this quest later...

man in the ditch in anchorhead.
mission 1: kill a BH sent after the guy. master rifle skillset for the BH, 6-7k HAM. this is a full combat mission. 4000 cred reward.
mission2: deliver bantha statue. this is a cakewalk.
I hear there is also an alternate quest 'roundwayfar, but haven't done it.
reward: schematic 'deed' for tool. requires artisan: engineering 3 to use. the 'deed' is tradable, and is a one-shot deal to learn from. once you learn the schematic, you know it (ie unlimited uses).
40 aluminum
25 copper
5 crystalline gemstone
there is no animation or sound (also no kneeling/etc).
activate it, it subtracts the HAM cost, wait a few seconds, you may or may not find shellfish. it will eitherfind mollusk or crustacean. it will not automatically stack. it is a VERY small haul.
you must be in the water to use the tool. you cannot be mounted or swimming to use the tool. when your HAM (mostly action) is depleted, you cannot use the tool. you can loop the tool for 5 second use (/pause 4 might work, but I guessed 5 seconds and it worked fine).
