How does food and drink help? I was getting attacked and I used it - I never saw any improvement I just kept getting hit. I evenutally die - but it says food consumed or you drink - something like that.

Next time you're sitting there watching the entertainers recovering from Battle Fatigue... pull up your Character's Stats (Ctrl-C) and also your Inventory. Try eating and drinking things. Watch your stats change in the Stat screen and also watch the Red/Blue/Green bars change at the top.

Is it posible to make food and drink that do nothing and have little filling?

Look to the artisan foods for the lowest filling, you should be able to get them down to 5 or 6, however the foods will still do something.
I believe the foods off the NPC bartenders in various towns do nothing but have extremely low fillings as well.

I'm starting up a diner and I want to charge as cheaply as i can, and if it does nothing I don't have to worry about pissing off other chefs.

Correct me if I'm wrong, but if the food you will be selling does nothing then why would a customer even buy it?

for RP, it will be a fully fuctioning diner. i'm gonna try and go all out and try to get people to work too. paied nicely of course

What is the best combo of food and drink for PVE and what differences do you use for PVP?
Looking at it in terms of filling, stacking and regens
