Judging from your tests, possibly not a very patient one.
What I mean is, have you accounted for lag? This game is known for not updating equipment changes or even character positions properly. For clear examples of how the server doesn't properly update or how slow it can be to update please refer to recent patch notes with references to an alleged fix where armor will now register as being unequipped once it is unequipped. And the supposed fix that will allow you to perform certain actions after moving because the game finally registers that you have stopped moving. Plus the general lag that is plainly visible when a target is knocked down then they slide 20m to their actual position, the list goes on.
Now in this known lag-ridden environment. I cannot accept a test where the weapon is swapped out ever few attacks.
Your first finding about not getting any damage reduction is interesting but, again these short little tests with no control carry almost no weight.
Some chefs might have flown off the handle a bit here, but they are right to be defensive when they practically are being attacked with a "test" that barely rises above the category of anecdotal.

That's a good point about the lag and things not updating. However, if you'll go back and reread my posts and the links therein you'll see that the effects I'm reporting are repeated across several tests that span several months. Furthermore, in this same thread, I've posted information about using deuterium pyro and showed that it worked exactly as expected and that there was no weirdness with the lag. One other relevant point is that several seconds went by between each attack -- usually 20-30 as I messed with sending myself tells, I made sure that the combat spam was reporting correctly, that my weapon had in fact equiped, etc. If no measurable effect occured over the several minutes that it took to conduct the tests, then the food is broken. If you had been patient enough and taken the time you could see this yourself in the screenshot that I posted.
I'd suggest you read my posts more carefully if you wish to dismiss them as anecdotal. Constructive, specific criticism is welcome. More data is welcome (confirming or contradictory). Thank yous for the time I spent on this are welcome. Personal insults are not. Please, please if you're skeptical do your own tests or suggest specific changes to the testing I've done.

Do you mind telling us what weapon you use? Do you re-equip the weapon after eating vegeparsine? Does it reduce the damage you are actually hit for if you're hit by the same attack with the same circumstances? Or do you find that it reduces the frequency that you are hit?
Others have reported that it is working as well but with relatively few hard numbers. My own data (as collected here) show that it does not. It'd be great to have more concrete numbers to compare to.

well i am a bh/rifleman atm...but at the time i was hunting jedi hardcore i was a bh/mcm/pistols...i saw a pretty significant reduction when using it..but this was pre patch 23, and no i didnt unequip/reequip weapons. dont have the numbers, but off the top of my head i think it was around a 20point reduction, and this was in pvp
