Nope not true, the bespin port increases the chance of getting an amazing, great, good etc roll on the experimentation.

Bespin port increases your experimentation success rate. It has nothing to do with extra experimentation point. By drinking this, you get a higher chance of getting amazing, great success. You do NOT get extra experimentation points.
There is a separate food that increases your assembly roll. It is called pyollian cake. That is a different one that works on your item assembly, not on experimentation.

During your crafting process, after you input all the necessary ingredients into the boxes, the following process is the actual assembly of the item. It will tell you whether the item you put together was an amazing success, great success, moderate success, a success, or a critical failuire. Pyollian cake affects only this process.
Only after the assembly of the item is done, then you can start experimenting on the item. That's when the bespin port's effect kicks in. It is good for one experiment only, and it is highly recommended that you do not try to use up all your skill points in one experiment, as that seems to result in less than desirable effect. If you are a tailor, the bespin port is really of no use, since tailoring doesn't have experimentation.
So you see, there is the difference. Assembly is the process immediately following input of the necessary ingredients where you will get different kind of results. Experimentation happens only after you hit experiment button following the completion of the item assembly.
