I just made a schematic for havla. My first attempt and I was using sub par oats and medium additives. That being said, i was able to get the following.
4 uses
33 fill
100 recovery
22 heals affected
My question is with the new changes to heal time. Will this allow for faster buffing and healing? One of my guildies has 98 havla and they noticed that they were not getting an increase in speed. I seem to recall having read somewhere that the threshold was 100.

he's right
and anything over 100 doesn't do anything because you've reduced the buff time down to 0+ the animation it seems. So shoot for 100 and put the rest into heals.
Also buffs count as 2 so if you have 28 heals thats 14 buffs.....no idea why
