That's why. Casks give twice as many uses as a large glass, so with those you'll be starting off with 18 uses, and if you get the quantity category above 25% (either with really good DR/PE resources or experimentation) it bumps up to 21.

With a small glass, Brandy can have 6-9 uses per stack. With large glasses (give a 1.5x multiplier) you get 9-13. With casks you get 18-27. Barrels give the same size as small glasses, don't use those.
