Do I need to be a master BE to make the subcomponents I need to max out my brandy or can I just get part of BE. I would like to save some skill points for merchant?

Without master BE you only have 7 exp points. You can still make 80-83% additives, but you will rarely max out experimention(ie, you could use more points if you had them).

This will still make decent brandy, as the 4-7% your dropping only turns into about +20 buff at the most I would guess.
