Today's patchnotes in the launcher indicate it has been fixed today.

Anyone noticed how the launch pad was saying the havla was bad and not the programing? My oats are not moldy!

I just fear that after the CM nerf (which had to come and was right, but it killed sales) this bug and its official warning that Havla is bad, the deviland the source of all evil gave the final blow to our Havla sales...

It's still great for buffing, I love getting a complete set of buffs in 8 seconds

Yeah this bug was well annoying, i had it on my alt before i knew about it. Was very strange indeed, you couldn't use the /heal command but could still use the stim.
And i agree, the CM cap has killed sales, but i prefer them capped than better sales.

Hmmph. I don't make "bad" havla. 
Anyway, yes, reports are that the fix put in yesterday (there was a 1 day delay due to some other issues) has cleared up Havla. Vertexon the CM correspondant reported it in his forum.
Now for my conspiracy theory to come out: I have a sneaking suspicion that this problem was caused by a dev poking around in the 'heal recovery bonus' code to make sub-100 Havla (and Ruby Bliel) actually work. Any chefs with Medic skills able to confirm/deny? I wasn't able to put in any time on it last night due to RL commitments, but I'm going to test it when I get home. If you've got novice medic, /healwound or /tendwound is a good test indicator: this normally takes 30s before you can do another, an unenhanced Havla should put you at roughly a 15s wait.
And while we're at it, maybe we can check whether the number of uses bug is still around...
On a side note, the"/heal" command apparently stops working when you pick up any FS skills. This is due to a conflict with the Jedi "/heal {stat}" ability. If you want to use stims in your inventory, use "/heald", or the full command "/healdamage".
