Was wondering if any chef has the jenner/Fooman tool set up for chef with all of the experiment %'s set for each individual food.

From what I gathered, it started with Fooman for weaponsmith only, Jenner picked it up and added stuff for other professions, but quit updating it prior to JTL. The new JTL resources screwed up some of the resource lookup/parsing (this tool also downloads latest resources from swgcraft for comparison with what you have on-hand), so Sloejack updated it by adding support for those resources and adding new shipwright schematics.
The latest version is 1.66.8 (I guess 1.6 was Fooman, 1.66 was Jenner, sloejack did the 1.66.8).
All that being said, I'm not sure what Siymon is asking regarding the experiment %'s. Do you mean the weighting of the four categories? That determines which resources are chosen as "best" over all four categories (since something with high PE/OQ but low DR might not be desirable if you're focused on filling).
The sliderbars on the schematic page are a little flaky, I tend to edit the percentage column in the "all data" worksheet. For the majority of foods I have the category weightings set to 10% Filling, 30% Flavor, 40% Nutrition, 10% Quantity. For food/drinks without Flavor, I use 15% Filling, 70% Nutrition, 15% Quantity. And for Vercupti I have 75% Filling, 5% Flavor, 15% Nutrition, 5% Quantity.

That is what I was looking for. I have used the tool for WS for almost a year now but have just added the chef portion into it. With WS the stats not changing like they are on food. Does this set up produce the best resource ever time. Or do you have to still tweak each food some. i have not made many foods yet so don't know each one.
