I've recently had a customer complain that they only got 12 heals off of one serving of my havla when it clearly states on the stats that they are supposed to be getting 22.

This is the first time anyone has complained about this aboutmy havla. I asked around and only found one other user that can confirm that she has had the same problem as well.

Have any of you guys heard any similar complaints?

No. Old bug. Or some weirdness on Havla's "uses" reporting. Or some dumb interaction with the "insta-buff" functionality.

What appears to happen is that a buff (or damage heal or wound heal or CM disease/poison) counts as 2 uses. So your customer does 11 buffs with no delay, then is back to waiting after the 12th (which didn't get the bonus).

I'm not sure if anyone's figured out a workaround for this, you might suggest putting a /pause 1 in the doc's buff macro (if they're using one) or just pause a sec if they're buffing manually. If they have all 6 buff packs in their toolbar and hit them as fast as they can, the client/server lag might be the culprit.

Let us know if any of this helps. But assure your customer that you are definitely not deliberating scamming them.
