Master is the final +25 Assembly +25 Experimentation. I'd say Master.

You also need master BE to make Intelligent Nanonutrients which are the heavy nutritional nutrients used in things like Bivoli, Vercupti, Canape, Thakitillo, etc...

Suggestion for you if you dont want to have to do BE.. make a friend with a BE.. keep him supplied in food in exchange for schematics. Works great for both sides. Another thing I've done is pay just for the schematic. This is of course if you can keep up with the meat demand.

No chef can be completely self sufficient without multiple accounts. As mentioned, you need master BE to make the additives you'll need, but these take huge amounts of meat and you won't have skillpoints left for hunting. It also doesn't let you have enough merchant skill to be very useful. And you'll need large amounts of flora, and with storage and factories there aren't many lots left over for harvesters.
If you're a single account chef (as I am), I'd recommend making the decision on which complementary skills to take based on what you enjoy doing and what you can get others to do for you.I am master chef/master merchant/artisan 4444/tailor 0010, buy all my meat, buy schematics or finished products from BE's, and rent lots from combat types for my factories. It works... most of the time.

It matters what you believe to be self sufficient.
If you must be able to make +25 Bivoli or +700 Canape then Master is a must, you just can't make the additives to do that. But if +20-21 Bivoli and +600 Canape is acceptable then you can get away with less than master.
You would need 0304(or whatever the tissue line and experiment lines are). This gets you usually 80-81% medium tissues(even if you have godly resources). While these are not the best, they will make food that will sell if you price it right. Your not going to get 150k+ for canape using mediums usually.
The extra31 points to master is usually worth it to most people, just because you have invested so much in chef and BE already, 31 points isn't going to get you another master.
Being totally self sufficient means you need Tailor Formal Wear 1, Some BE, Master Chef, some merchant. I would argue that survey 3 or 4 is required as well. Anything less than novice merchant and I think your going to be stocking a vendor often. I'm currently Master BE/Chef 3001 Merchant. This leaves 0 skill points.

Well you couldn't make the latter at all without master BE, you only get the INN schem at master BE.

You dont HAVE to have any Bio-Engineer goodies in your foods. I sell tons of master chef foods with ZERO Bio additives. I can barely keep my vendors stocked usually. Dont be lulled into feeling you MUST use bio's in your food. I do periodically but i find it much faster and easier to sell master chef quality foods without Bio ingerediants for a slightly cheaper price.
But to each there own.

You can use lesser nutrients in foods such as canaps. For example, although it says Heavy, you could use medium or lights. You can't use a greater additive than in the recipe though 
Therefore you don't NEED master BE, however it is very handy

Not sure I'm following you here. You can't make +25 bivoli as this requires the INN as you said. But you can still make +21ish Bivoli as this only requires a BSN. Those you can make at 0304 I believe.
