I'm not sure if anyone ever made +26 and if its even possible.
If you made some, just give a sample to a doc and have him use the same buffpacks with +25 and +26 bivoli and tell you if theres a difference
I personally don't think it caps. Food has no cap like SEAs, the only caps are on the food itself, that its just not possible to reach any higher with best resources.
Thakitillo for example can reach +100 Defence vs KD, and thats a skill-bonus just like Wound Treatment, so I THINK it has an effect.
But then, considering that the advantage of +25 to +24 bivoli is actually only around 10-15 points on the buff (I'm not sure here), i'm not sure if its worth it.

+26 Bivoli would give better buff/wound healing than +25. There aren't any caps on food bonuses other than the hard-coded maximums set on the food itself and the tissues.
The problem is that +26 is nearly impossible. Not completely, though. If you had 980+ OQ/PE tubers/oil/meat and a 118 or 119 additive, you could pull it off. It's been done a couple of times, but generally not considered to be worth it.

With a +119 INN, i can make +26 Bivoli... but imo it's not really worth the trouble nor the cost of the tissues.
