You make a schematic and use your factory.

The same way other high-value foods are made: good resources and high-bonus INNs.

Unenhanced Vegeparsine has a buff range of roughly 30-50. With a decent INN (115 - 117), you hit +100 at around 80-85% experimentation in Nutrition. Since Nutrition depends on PE and OQ, if you use tubers with both of those stats above 850, you'll be able to hit that percentage.

Intelligent Nanonutrients.
A Bioengineered tissue to enhance food.

Best refer to the sticky FAQ theres a section for tissues and additives there

Ah, that'll be a big part of your confusion, then.

INN = Intelligent Nanonutrients. These are BE-crafted tissues that are the "biological component" part of heavy additives. They give a nutrition bonus to the food you include them in.

So if you make a Vegeparsine without any enhancement, say you hit roughly +47.

Using a 115 bonus INN gives a 115% increase to the buff size. So with the same ingredients and experimentation, your enhanced vegeparsine will give 47 * (1 + 1.15) = +101 melee defense.

There are similar nutrient tissues for medium additives (Broad spectrum nutrients) and small additives (micronutrient supplements). There are also tissues to reduce filling, increase buff duration, and increase stack size, although those are a bit tougher to make and don't have quite the same "bang for your buck" as the nutrients.
