What skill do you need to make Light Food Bio Component?
I read through Chef, Artisan, and Bio-Engineer, and couldn't find it. Am I crazy? Did I miss it?

There isn't any item called "light food bio component", so that might be what's throwing you off.
There's basically 12 types of food tissues: four bonus categories (filling, flavor, nutrition, quantity), each with three size categories (light, medium, heavy).
The light tissues are:
- Multisaccharide Dimate, 10-30% duration incrase, schematic gained at Novice BE
- Hyper Yeast Additive, 100-200% stack size increase, schematic at BE Tissues 1
- Micronutrient Supplement, 30-60% buff size increase, gained at Tissues 1
- Carboreductive catalyst: 5-15% decrease in filling, gained at Tissues 2
The nutrients are the easiest to make, and generally give the best improvement to the food (although that may change as we figure out our new menu options). The other three types are generally much rarer, usually only available as special orders.

There's a light food additive at Domestic 4. Just add water to one of the food tissues Sciguy mentioned and there you have it.
