I heard this can add +20 experimentation points. Is this true? This would eliminate the need for paying millions for experimentation tapes. And if this is true will this work for any crafting profession?

It's true, but it's not quite what you're thinking.
It doesn't add any more experimentation points, it only improves your chances at a "great" or "amazing" success on the next experiment you run after you drink the Port.
