Eh, not quite. Those are the numbers I punch into the boxes on the resource search screen. What it does is take 0.33 * Flavor + 0.33 * PE + 0.33 * OQ to get the rating value. This reflects the contribution of these stats to the final item, and a higher rating means the food would have better starting stats and a larger maximum when experimenting.
When crafting, the schematic percentages affect the maximum you can get the experimentation bar to, as well as the starting value. For example, "Nutrition" is 66% PE /33% OQ, so a750 PE / 500 OQ would work out to a rating of 0.66 * 750 + 0.33 * 500 = 660. Using this in a recipe would have a maximum Nutrition experimentation of 66%. There's some more complicated calculations when dealing with multiple resources, but that doesn't really matter when you're looking for the best of a particular type.
Since most customers are concerned with buff size and duration, I focus on the stats contributing to Nutrition and Flavor (OQ, PE, Fla). OQ contributes 33% to both categories, PE and Flavor contributes 66% to one category each, so it averages out to 33/33/33. So something that had very high PE and OQ but low Flavor might be a better choice than a resource that is mediocre in all three.

If I am not mistaken, it is pretty random per resource shift.
Meaning, one planet won't necessarily have specific bad stats all the time on an item.
That being said, I like Dathomir for Carnivore meat. Lotsa big nasties that give more per harvest.
