It's suppose to work just like this:

Once taken, it will cut down you stim use time to 30 secs. So every 30 secs (instead of 60 secs) you can use a stim during the duration of the ruby.

However, there is a (bug/exploit/intended) function that allows you to pop a stim, (which starts the 60 sec countdown), then pop a ruby, which allows you to take another stim right after. (no down time).

You can do this until your stomach is full, about 7 times. So, in essence, doing this is getting around the "cool down" clock of taking stims.

I have bugged this in game, because I feel the 30s cooldown should only apply to stims you take after the ruby. Not before, and it should not reset the cooldown to zero after you pop it, if your in a cooldown cycle....
