True, although rangers can also apply camo to players who don't have scout or ranger. So if you've got a ranger group mate, he/she can camoflage you, and you would be able to milk without spooking the creatures. You don't need scout in order to get the "gather milk" radial option.
Being able to apply your own mask scent does help a lot, though, so in practice having 2000 scout is the easiest way to go.

I'm curious, and although this may be better suited for the scout forum, others here may also be curious. If you're in a group and several people are going to be milking, can they all milk the same creatures one after the other, or does each creature really only have a finite amount of milk at any given time?

it used to be once you milked something it wouldnt give anymore, but you can get more now.
If you have a group just get them all to grab missions on something you can milk in the same direction and keep running between all the missions until your wrist hurts.
