From the current publish 7 notes:
Experimentation Resource Quality: Crafting experimentation has been enhanced so that the amount of change that each experimentation point will affect an item attribute will now be calculated by the maximum value for the item. Therefore, regardless of the quality of resources used, each experimentation point will affect the attribute by the same amount. Now, the maximum value upon which a resource attribute is allowed to be experimented is affected by the quality of resources used. This will have a much more noticeable effect on the crafting experimentation process, making it more interesting, challenging and easier to understand. This will noticeably reduce the effectiveness of experimenting with low quality resources by all players. However, this will give master crafters more of an advantage over less skilled crafters, as they have more experimentation points to use, and will be more likely to produce an item with maximum attributes.
So does this mean ingredients make a difference or not? Also does this negate the benefit of one of my new most popular items, Bespin Port?

1st question: no, it means the better the resources the more effective your expirimentation will be. Therefore, a higher resource will have a higher expirimentation result.
2nd question: no, the Bespin Port will still function the same, as it primarily increases the chance of getting a "great" or "amazing" success on an expirimentation. therefore, drinking the Bespin Port will still increase the expirimentation role.

Geeze, everytime I think I've got a good response, I re-read the patch note and decide I'm wrong. Is "Now" in that note "now-Now" or "post-publish7-Now"? I think there's a few too many verb tenses in that paragraph.
I know there was talk of an experimentation revamp a couple publishes ago, but it got shot down on TestCenter because the implementation was lacking. The way it looked was something like this:
If the max percentage of an item (based on the resource quality) was X, a great success would add X / 10. So if you used resources with every stat 500 (making the max percentage 50%), a great success would add 5%. Perfect resources (every stat 1000) would give you 10% on a great success. Since the starting percentage seems to bea constant fraction of the max (I estimate 1/5th if you have a great success on assembly), you would need to spend around 8 experimentation points (getting great successes all the way) to get from start to maximum no matter what that maximum is. If you've got crappy resources (or trying to make Garrmorl where the schematic experimental percentages don't match what's included in the resources), you spend 8 points going from 2% to 20% (getting +2% per point). With perfect 1000 stat resources, those same 8 points get you from 20% to 100% (getting +10% per point).
While I find this idea intriguing, it does conflict with the "regardless of the quality of resources used, each experimentation point will affect the attribute by the same amount" sentence. The "amount" mentioned there could be a couple things: the percent increase of the experimentation bar (every point gives +7% regardless of resource quality), the value of the attribute (buff, duration, damage, etc) dependent on that experiment category (every point gives +50 regardless of resource quality), or something else completely.
In any case, this won't effect Bespin Port, since that just stacks the odds in your getting a great success. Even after this change, I'm sure an"amazing success" will give a better increase than a "great success", whichwill give a higher increase than "success" and so on.

It is a little consuding the way he put this. This is describing how things currently work. The rest is describing how things will work after the patch.

It kind of makes sense to me. It will just take a little adjusting. Im always for giving good resources apro and crappy resources a con. Sometimes, it defines a good chef from a bad chef. I think its what sciguy says. The resource will be punched in to some formula so that it gives a number to add to for each experimentation. Im curious to see how this works though.

Currently, if you experiment on an attribute which only has three boxes, it takes considerably more than three points to fill those three boxes, while an attribute that has nine boxes will be easier to fill, pointwise.
I take the patch note to mean one of two things:
1. that it will be as easy to fill those three boxes as the three first boxes in the nine-box attribute or
2. if the maximum attribute without additives for an item is, say, +225, this will be cut into 10 equal pieces, and each experimentation box will get you 10% of this maximum, or +22.5.

This is pretty much correct, as far as I understand it.
Another way of looking at it is that right now, all experimentation points have the same effect.
In the new patch, if you use great resources your experimental point will be x2 as effective as what you got now. If you use below average resources, they are worth 1/2 half of what they are now.
Those are probably not the exact numbers, but it gives you an idea.
