I used to get 21 charges per stack with casks but now i only get 18. What happened?

You can still get 21-24 uses depending on the amount you experiment on them.

so we now have to experiment on the casks themselves or do we have to put experimentation points into quantity on the final product?

If you get less quantity it could just mean the dr/fl of your resources are worse then before, which alters quantity. also - put exp points into quantity line of the finished product to up it to 21/24, you can't experiment on casks
