How long does it take to digest 1 point in your stomach and how long does it take to digest 1 point in your blatter?

In theory:
100% filling digested in 30m, so 1 point every 30/100 = 0.3m = 18seconds
This applies to both the food and drink bars, which should digest independently.
In practice (although it varies)
100% filling digested in about 45m, so 1 point every 45/100 = 0.45m = 27s
The digestion rate has been a bit of a problem since the revamp. It originally was going to be an hour to go from full to empty. That was a bit too much downtime, so the devs stated they were going to change it to 30m. Testing seems to indicate an actual time of 40-45m to go from 100% to empty, more in (high-ping?) areas like the Death Watch bunker. Some sporadic 30m digestion sightings have occured, and a couple people mentioned a possible fix with this last mini-publish, but I haven't had a chance to really test it.

thank you, I'm cyrrently balancing my food and drinks for PvP, so now to try if I can get a smugglers delight with 20 or less filling...

Last I knew smugglers delight was broke. I made one that reduced the down time by 80%, and the person who tested it for me got told his muon down time was only 30 seconds (which showed the food worked). However, in reality he continued vomitting for the full duration of the normal downtime AND his stats remained reduced for the full normal downtime. The only thing smugglers delight did was have the server send him a message that made it seem like it would work.

Whenever I've used Smuggler's Delight, it worked. Be sure that you take the food before you take the spice. I've used 98% and reduced the downtime to pretty much nothing.
