The test I ran says no. The tester received a message from the server claiming it worked (supposedly reduced his downtime from uon to 30 seconds) however he continued vomitting for the full duration of the normal downtime and his stats were reduced for the full duration of the normal downtime.

I tested this as well, I made a 99% reduction stack, the person took the food, then the spice, and his downer was reduced 99%

You have to take the food before the spice, thats why most people think it doesn't work.

It does work. And yes, you do have to take it before you take the spice.
I make 99% SD regularly enough, although mainly for special orders since the milk takes a while to get.
