My guess is 4 or 5, it takes a few points to get the quantity to go up. I've never tested however as I usually boost nutrition first. If you can make Bivoli +24 - 25, with a quantity of 3, you are doing pretty good.

I think the charges range from 2 to 4.
with 36% exp I still had 2 charges, once i hit 43 i had 3 charges... I guess the point where it switches is probably 40, not sure though.
isn't worth to try for 4 charges though, get +23-25 Buff and 3 charges.
