You'll get a better response on your server's trade forums. We don't know what your economy is like, because the people that frequent this board are spread out over all galaxies.

Depends on how knowlegable the buyer is. 
Assembly bonuses don't (currently) do anything for a chef. The only time that skill has an effect is during initial assembly. A higher skill helps prevent critical failures (which no longer causes the loss of any resources/components) and gives a better chance of a higher success type. Since a Master chef gets a "great success" the vast majority of the time, and an "amazing success" doesn't improve your starting stats or experimental percentages, I personally don't see any benefit to spending money on food assembly tapes.
That being said, some chefs don't know that, some like the "+25 assembly" PR in their advertising, and some may be hedging against a future fix.

i also heard that the success rate of the initial assembly combine dictates the chances of getting amazing success during experimentation. that kindatheory would take forever tosupport though
