does that person need to be a chef also? sounds stupid but if i get a master artisan to make some schematics for me will that work?

If you're neither an artisan nor a chef, and you're looking for schematics to be made with resources you already have, keep in mind that you'll also need to go out and buy tissues from a BE to have made into light food additives if you want the highest buff. It can be done, but it seems like more trouble to have schematics made than to just buy the items or provide the resources for a reduced cost of the completed items.
Just to clarify, you don't need a master artisan. You get all the experimentation points from 4-4-x-x, and the foods only come from x-4-x-x.

kk im a master chef/BE
if i pass over all the ingredients, additives and experimentation food to a master artisan they can make some nice crispic, bofa treats etc. for me in schematic form. better than i could make as a master chef.

Again, you don't need a master artisan. All the experimentation points come from 4-4-x-x; there are none in the master box, so that's all you need to look for.
