Thread: Is ruby Bliel Fixed?

I can no longer heal instantly after drinking ruby bliel. I am just wondering if you guys know if it is now broken even more ( because I cannot heal at all after drinking a ruby), or if it is working as intended

I don't think its suppose to allow you to heal instantly but just makes the timer on a heal buff or special be less than normal.
