I've seen posts where FL means more and some posts where it's a balanced 33 across the board for resources.
I can't log into the game to confirm.
If it's different from item to item, I'm mostly concerned with Fishak, Verceppi and their sub components.
If anyone has a second, can your double check this for me. Thank you!

I believe it is the same all across the board. At least, it should be. The addition of materials without all of these stats (like metals don't have flavor or potential energy) throws off the equation.

Glazed Glucose Pate and a few other foods use Unit Toughness for quantity I think. Very few organics have Unit Toughness(I think hides may have it).
Also some foods have a 44%/22%/33% mixture(or maybe that's just a component. I know I've seen it somewhere while cheffing).
The most popular foods are usually 33%/33%/33% though.

I did some testing a while back, and 33/33/33 were not the values used in chef schematics.
Generally quantity was nearly 100% OQ
Nutrition was about 50% OQ / 50% PE
Flavour/Texture was a mystery 15% Flavor / 50% Unit Toughness / The rest some unknown factor
These may not be the exact values, but at the very least, they were not 33/33/33 accross the board.
Once the chef revamp appears on TC, my first order of business is making sure this gets fixed.

Some schematics will even tell you that while duration is mostly based on FL (maybe 50% in some cases), the effectiveness might be 33%/33%/33% and the quantity depends 100% on OQ. Different schematics say different things.
