For Tissues (if chef makes their own BE chef tissues)
Overall : 50%
PE : 30%
Flavor : 20%
For Bio Tissues here is a rule I follow when dealing with my rangers
OQ : 900+
PE : 900+
Flavor : 750+
Of course there is some room for negotiating when stats are a little lower but meat of this quality will be purchased in bulk by most any chef.

For Foods (every stat is important)
Filling : DR 75%
OQ 25%
Flavor : Flavor 66%
OQ 33%
Nutrition : PE 66%
(Power)OQ 33%
Quantity : DR 25%
PE 75%
Before the CU it was all about the OQ and PE but I see a change to flavor and decay as filling and duration of foods become more important.Some post CU foods have a cap on most stats so chefs are experimenting the duration and filling a lot more than ever before. OQ and PE are still very important so really all stats determine how worthy the meat is to a chef.

So would meat that is DR=655, FL=949, PE=283, OQ=998 be worthwhile to harvest?
I'm guessing not since the PE is so low... but it's worth checking

What type of meat is it (ie...carnivore, insect, etc...)? Because of the high overall quality I could find a use for it but wouldn't need more than a stack of 100k or more. Check with your chefs on your server.
