after speaking with a chef i found out that teltier noodles was just the thing i need for small rests in between fighting. i ate 3 in a row and got full of course, but the food bar seems to be decreasing very slowly, like its decreased a third in 20 mins. is there a way to speed up this process?

IIRC, using the stat that is buffed will increase the 'decay' rate of the buff.
But seeing as how I am recovering from the LOTR marathon, I am probably wrong.

There is a bug in the "fullness" bar that makes it not decrease at the proper rate, nor at the proper intervals. Thus, you could be "empty", but appear to be almost full, in which case, eating one use of something, would reset the meter to the proper location, about 1/3 the way full. It's a dumb bug, but it can be worked around. What I would suggest is to time it or something, so you know when ABOUT you can eat again.

cheers!

Its a graphical bug. To refresh your "fullness" meters, attempt to eat or drink something. They will refresh even if you are still full.
