Alright the standard bespin port I'm buying is +10, I just made some +9 with my resources :'(

How much of a difference is the +1 to the public? Can someone explain more about Bespin Port? I don't know how to judge it....

obviously 20 filling or less is best, (which I got) but I could only get +9 :-/ thanks for help
