I have been searching for this elusive food item for quite awhile now to no avail. Then finally I find some on a vendor, when a guild-mate alerted me that some Nutricake is far better than others.
He was saying how it has to be above a certain value to let you burst run multiple times in a row, otherwise it just cuts back on the overall cool-down.
I was curious then, what should i look for if I want to be able to burst run 2-3x in a row?

Parwan with "burst run recovery" above 90 allows you to burst immediately after you slow down. The normal process for it is 1 minute burst + 9 minutes of downtime. The recovery bonus is a percentage decrease of the "cooldown" using the total 10 minutes, so at 90 you get "you are no longer tired" just as you slow down.
However, there are states that can force you out of bursting (dizzy for sure, maybe knockdown). So if you use 90 bonus Parwan, and are forced out of burst after 30 seconds, you have to wait another 30 seconds before being able to burst again (either with /burst or eating another dose of Parwan). If that's a concern for you, 100 bonus Parwan is possible, but is pretty tough to hit unless the chef has really good FL/OQ resources and access to top-notch flavor tissues (which require milk, so are tough to come by in any quality).
As a minimum, I'd look for Parwan with 90 recovery bonus and 25-26 filling. At that filling, starting with an empty stomach you can use four in a row plus a normal burst run for a total of 5 minutes at burst speed.
