Sounds like you're running into zoning restrictions on harvesters.

Places where you cannot set down harvesters:

  • If you're too close to an NPC city. The "placement view" shows up fine, and I think you even get the green overlay that marks a flat surface, but you get "building is not permitted here.

  • If you're inside the city limits of a Player city that has zoning restrictions, and you do not have zoning rights. I think the error you get here specifically mentions getting rights from the mayor or militia member.

  • If the terrain is too steep. The placement view will have a red marking, you'll have to find someplace flatter. Larger harvesters are less tolerant of slope, so you might be able to place a personal or medium someplace where a heavy won't go.

  • If you're too close to a lair. You'll see a "yellow no build" marking on the placement view. You can't put a harvester down until you (or someone else) destroys the lair.

  • I think some POIs (Point of Interest like the Krayt graveyard) have build restrictions similar to NPC cities.

  • You can't place harvesters on Kashyyyk at all.

The "building is not permitted here" sounds like you're too close to an NPC city. I usually do a "/find city" and make sure that my distance from that waypoint is > 1000 meters, although the no-build zone varies a bit from city to city. Keren on Naboo seems to have an unusually large one given the city size.
