As far as I'm aware, weapon accuracy while moving works like this:
toHit = weaponAccuracy(range) + accuracySkill - ( movingPenalty - accuracyWhileMoving) + otherStuff
(otherStuff would include things like target's posture that affect accuracy but isn't relavent to this).
If you're moving, some movement penalty is applied to your accuracy, which gets reduced by your Accuracy While Moving skill mod, but both accuracy skill mods are included in the calculation.
Since Snow Cake acts as bonus to your accuracy skill (although it's a generic bonus, so AFAIK it doesn't show up in your skill mod list) it applies whether your moving, standing still, kneeling, prone, or dancing the polka.

Relevant question. Does the citros snow cake bonus show when you target an enemy.
Target. Note accuracy bonus. Eat Cake. Does it increase?

Would be interesting to know. Try eating some and open your skill sheet and check your accuracy mods to see which ones are added to.

Just rifle accuracy - but, rifle accuracy factors into your final accuracy equation of whether you will hit regardless of if you are moving or standing still. Rifle accuracy while moving is a separate mod that helps to reduce the penalty for moving while you have a rifle equipped.

I think the max it will show is + or - 50. I have never seen it higher than those.
