Is assembly a pass/fail kind of roll or does it effect quality?

The assembly success affects the initial stats of the food. The starting percentages of a "great success" are higher than you see on a "good" or "moderate" success, and definitely better than a "moderate failure". A "critical fail" eats all the resources and doesn't make the food (but you probably knew that).
One thing we've discovered is that an "amazing success" does not appear to give any benefit above a "great success" with food. With other crafting professions, there is a 1-3% improvement with an amazing. Since a Master chef (with +100 assembly) gets great sucesses on the vast majority of his/her assemblies, the extra bonus from FS assembly (or Pyollean Cake) is probably not that useful to us at this moment.
Now, if the devs fix this bug so that amazing successes do come out better, the FS bonuses may become more desirable.

I made an 12 point amazing brandy yesterday during experimentation (11 pts would have been enough but the 1 point in filling was amazing as well... *shrugs*).
The assembly was "just" a great success
