Yes, it's looted from the Death Watch bunker. Don't even think your going to go there and get it, which means you will need to buy it.

I paid $10 million on my server for the schematic. The good news is, once you learn it, you know it and can make run after run of it. The bad news? Post CU it's really not any different from Breath of Heaven and I wasted a good $10 million.
