If anyone could help me and tell me how in the world others are hitting 90% - 100% on the time reuse and like 50% on the cost redue
my best parwan cakes are the opposite which is 71% TIME REUSE and 100% on the COST REUSE
what am I doing wrong cause for the life of me I can't figure it out

Reuse timer is affected by Flavor, the HAM reduction is affected by Nutrition.
So you need a Flavor bonus tissue (Multisaccharide Tetramate) not a Nutrition bonus tissue (Broad spectrum Nutrient).
If you're only trying to hit 90% reuse, you could probably do that even with a light flavor additive (Multisaccharide Dimate) to save on cost a little. But flavor tissues are so hard to find anyway, you're probably going to be placing a special order for them anyway.

Forgive me for being naive. But are these the 'experimental' components or whatever, that I never add to my foods? I had no idea those were craftable

Yes, food additives are craftable using tissue from a BE. They give a huge boost to your food stats. Some reduce filling, while other types boost nutrition, quantity,or duration.
