How do you use this food?
I made some 25 Filling 95 Food, after I got my moun downer I took it and it didnt do anything. I think I did the same thing with a 98 and with in a few secounds I could eat another moun. Is there a timer on how long you can wait before it will work when you eat it. I waiting like a few secound maybe 30 then ate the delight and nothing happen.
Can somone help me out, I am about to make like 40crates of this stuff.

You have to take the smuggler's delight before taking the spice. The bonus number is the percentage decrease of the downer duration. The normal downer period for Muon is 5 minutes (300 seconds). A 95 bonus Delight reduces that to 300 * (1 - 0.95 )= 15s.
Once you eat the delight, you've got a "triggered" effect hanging around in your buff window. That trigger is activated once you take a dose of spice. It also wears off after an hour, even if you don't use any spice.
Finally, last I checked Smuggler's Delight was bugged if you got the downer recovery above 100. If you get to or above that, the downer lasts the full normal time.

I make and sell 99% Smugglers, although not too often since it is not cheap due to the milk requirements. Price may come down with the new milking changes that have actually helped some.
To amplify on what Kriles said, yes....it is bugged at any percentage over 99%. Anything over 99% and it essentially doesnt work at all.
At 99%, when the downer is supposed to hit it does "hit" but it doesnt last. For instance on a Muon downer, its like suddenly taking a huge hit to your mind stats. It doesnt stay low since the downer lasts about 1 second, and it begins to regen right away. Since the food functions on an hour timer as Kriles mentioned, I usually recommend fighters take it well before a PvP fight starts if possible, and then when they have the hit the spice mid-battle the effect is already queued up waiting to be used even thought he food was long digested.
Sadly, there is no way to eliminate that "hit" to your stats. What Smugglers delight does do is prevent it from lasting. Since most use spice as a last resort anyway, having this queued up can be helpful. The question is whether the benefit justifies the cost. Judging from current sales I would say it does for a selct few, but not many. Fun thing to have around though.
