Does the quality of the food and crafting tool matter when crafting? Also, when making food additives from the BE Component, I was told the water quality does not matter. Does that mean I should not experiment at all? (or can you)

The station and tool help with experimenting success. The higher it is the better chance you have of an amazing success. I have a 45 station and a 15 tool ( both 100% from the single crafting day thing ) and I really don't notice a big diffrence over my old 14 tool and 43 station.
As for the water in additives, use the cheapest stuff you can find there is no experimenting on them they have whatever stats the BE gives them.
