From the "Loot Revamp"
"Food is another good area. If you make Havla, it gives you bonus to heal recovery reduction, but if you make spicy Havla with a new food oriented loot drop, you might get an extra +5% heal recovery reduction on top of that. The cooking spice would be dropped as loot and not be survey-able."
Clearly it seems they don't know havla is broken, as they would have not used this as an example, since havla only works if its 100% or over anyways.
And they wonder why we complain about the lack of communication.

They know it's broken, it's just a matter of allocating sufficient dev time, which is still split between the Combat Upgrade, emergency hotfixes, and updates like the loot revamp. That doesn't necessarily mean that the dev/designer who wrote the loot doc knows that.
Heck, maybe he included that example because he just finished going over the Havla code and put in the fix, so it was fresh on his mind. {do notquote me on that, I'm throwing that out only as pie-in-the-sky rampant speculation}
Personally, I think having a lootable upgrade specifically for Havla is silly since anything over 100 is pointless (regardless of whether it works or not), and that can be reached pretty easily with good resources and a BSN. Now if it's a general enhancement that works in place of (or along with) a BE tissue.....that's got some possibilities.

Wouldn't surprise me in the least if they put in that specific loot just for Havla, and never bothered to fix it first.

Here's a re-post of what I put in one of those threads, any feedback?
1) Will BEs finally be getting their "secret research data"? IMO, the "repaired data disk" loot would be a perfect place to put it.
2) Will food enhancements be a replacement for BE tissues, or can both be used? Since loot enhancements are one-time use, and food is consumable, any enhancement that would replace a BE tissue would have to be better than a tissue. The "+5% bonus spicy Havla" example doesn't quite cut it.
3) Will these loot enhancements be food-specific? Or will it be something like a "Jar of Spice" (note: art assets currently in game) that can be included in any recipe?
4) Will food enhancements be along the same lines as the current BE tissues (percentage boost to existing buff/duration/filling/quantity) or allow more exotic mixes? If loot enhancements have a static bonus added to whatever the the food's existing bonus is, you could see something like "Enhanced Vasarian Brandy: +400 Mind/Focus/Willpower, +10 ranged accuracy, 45m".
{non-chefs are going to come after me for this one, I know. Maybe chefs too...}
5) You mention "perishable loot" that has a time limit on storage. For limited use items like food/spice/stims, what about a loot enhancement that is not itself perishable, dramatically enhances the final item, but makes the crafted item perishable? So a chef has a sealed vial of "special sauce" that he/she adds to synthsteak giving it 75% damage reduction for 30 attacks....but the steak only lasts 48 hours of crafting (after that point, at least let any remaining uses drop to non-enhanced level). This would make these crafter profs less in the "harvester -> factory -> vendor" grind we have now, and bring in more "on the spot" crafting.
Most of those are probably "Pass 2 or later" issues, but I hope you take them into account.

I mean, it was a stupid idea by the dev or whatever...but could you take it as... +5 bonus from something else gives you extra exp to put into heals? /shrug lol
