I was speaking with a customer who was upset that he is full longer than the duration of the buff so he cannot eat another food or drink if his bars are full even when the buff wore off. I never thought anything of that before but he mentioned that it's acts like a downer, and it is. So food has a downer.

I don't consider foods to have a downer. A downer is a negative effect on you. With food i consider it more of a timer. Buffs were meant for temporary enhancements not to be used permanently. If the full timer were the same as the length of the buff you could ideally stay in your buffed condition permanently.
Just think of a bunch of people that drink sunburns constantly. The game would become a competition between those who eat food and those that don't. If the buffs were able to be immediatly put back on it would throw the balance out of the game. Course it would make chef's a hot profession.

Of course there's a "downer" - on most foods anyway, its the - stat many have
The problem is, Spice tells you you are on a downer, it tells you when the spice is finished, so you can pop another - food has the downer in with the upper, and never tells you when you can eat more :/
