1) Yes (although with all the loot wonkyness that's been going on lately, that's really only a tenatative "yes").
2) Reported NPCs are Death Watch Wraiths and DW Ghosts.

I was sold a mando schem recently, it seems to be a really low drop though.

after 4 months of searching, I finally looted one...they still drop, just they are as rare as could be
