I am currently a 4/4/4/4 chef and I believe I have +90 to food experimentation. (no additional skill tapes or apron)
So, how many points do I get when I try to experiment. It seems to change sometimes.

You get one experimentation point per 10 in "Food Experimentation". So +90 should mean you have 9 points to experiment with.
Now, this only applies to foods gained in the chef profession. Foods from the Domestic Arts tree (aitha, Spiced tea, travel biscuits, teltier noodles, etc) use "Artisan Experimentation" skills. You get +40 Artisan Experimentation from going up to Domestic Arts IV, and +40 from going up to Engineering IV (and +20 at Novice artisan). So it is possible to have more experimentation points for some foods (ones from Chef) than others (ones from Artisan).

And of course skill tapes help that as well? How many points of skill tapes can you have?

skill tapes give you the same "1 exp. point per +10" as skill boxes. The highest bonus you can have from clothing mods is +25, so you can get an extra 2 experimentation points from tapes.
