You pretty much answered your own question: it is because they are different sub-types under the "Flora Food -> Seeds -> Fruit" resource type.

The Brandy schematic calls for "20 Fruits". That final 's' is the distinction between generic Fruit (Berries, Flowers, and Fruits) and the specific type.

It's even more fun with Bespin Port and it's Tatooine-specific resources: it calls for "Tatooinian Fruit", which means the "Fruits" sub-type, you can't use Tat flowers or berries. Intuitive, isn't it? /rolleyes.

Okay, I need to make Vasarian Brandy and the recipe calls for fruit. Well, is there a difference between Flower Fruit and just plain Fruit ? because both of those are seperate choices on my survey/sample window. By the way, I found a spot that has 94% fruit, so if you need any, I should have a ton very shortly.
