I was just thinking about the sorry state of our high end buffs. I was reading in another post that foods have some off the wall ingredients sometimes (I kinda like that too ) that do not have modifiers like flaver (especially) and potential energy.

My question is this. Doesn't a item that does not have the apropriate modifier default to overall quality? and if so does it do this without penalty?

If it does not default to Overall or if there was a penalty applied; Would, in your opinion, our buffs be more up to par with what we would expect?
