It is true.
If you eat a food that has say Health Regeneration(+100)in it, and then try to eat another food that has a higher Health Regeneration (+150), the highest number will cancel out the other. It also cancels out all the other stats that the other food offered as well even though the last one didn't affect that stat. Best bet is to find some cheap foods and drinks and experiment.

I talked to the devs about this at Fan Fest. They state "it was the food stacking right after the CU that was the bug. So yes, everything is working as it should be. When you take a food with a higher stat than the one you already have, it will cancel out the lowest stat."
Grrr this makes me mad because nobody wants a short term boost. I make blob candy with a 1 hour duration, and 192? (some where in the 190's) action regen. That is an artisan food. I am thinking that chef is going to need ANOTHER revamp. /sigh

Question: Has anyone tried taking the same food with different statsto see if it works.
Example: Blob Candy A +185 Action Regeneration
Blob Candy B +190 Action Regeneration
If you take Blob Candy A, can youtake Blob CandyB and now have +190 to Action Regen. Answer doesn't really matter as it would be stupid to do, was just curious.
I just tried this and it didnt work. The first one you eat sticks.
