there is a rumor that flameout does....never put it to the test though. Don't believe it.

My understanding is that if you're on fire and you jump in the water (i.e., swim), that the fire will be put out. But there is no drink (that I know of) that will put out the fire.
In-game drink, that is... In real-life, according to the commercial, cool Nestea will turn a mean skeleton into a friendly snowman...

This was a rumor propogated by none other than the commando correspondent. The only guess I can make is that the fire stops after it burns all of your original health, or when the timer goes out for your drink. So perhaps if you had a short duration health buff, this may put out the fire?
I certainly recommend flameout for all of my commando-fighting guildmates, however I can certify that drinking one after your set on fire does NOT put it out, after experimenting myself (on tatooine of all places!) with a commando friend.
I will experiment tonight with the short term health buff to see if maybe that affects the fire DOT, my guess is it does not put out the fire.
I would LOVE to see foods that helped counter DOT's, for instance food that would cure/prevent disease and poison.. As long as they are filling enough (for instance full filling) this should not unbalance poison/disease for CM. Same thing for fire.. if there is some drink that puts out fire, there's nothing to stop that darn commando from setting you on fire again once you're full..
